            Project Planner:  Lucy Bernal.  Environmental Status:  Project Description:  Design Approval to allow for the demolition of an existing single family dwelling and construction of a new 3,290 square foot two story single family dwelling, a 952 square foot sub grade garage, a 374 square foot utility space, a 131 square foot covered porch and 162 square feet of balcony. Materials and colors consist of the following: exterior stucco siding; clay 2‑piece mission tile roof; random natural exterior stone cladding and bronze railing.  The project is located at 3016 Cormorant Road, Pebble Beach (Assessor's Parcel Number 007‑303‑002‑000), Del Monte Forest Land Use Plan.  Recommended Action:  Approve Project

 

2.         1:35PM - El El Sea LLC - PLN100547

            Project Planner:  Maria Lopez.  Environmental Status:  Exempt.  Project Description:  Coastal Development Permit to allow a Lot Line Adjustment between three contiguous parcels of 5 acres (Parcel A), 113.9 acres (Parcel B), and 34.7 acres (Parcel C), resulting in three parcels of 64.2 acres (Parcel A‑1), 40.8 acres (Parcel B‑1) and 48.6 acres (Parcel C‑1). The properties are located at 37863 Palo Colorado Road and 38493 Palo Colorado Road, Carmel (Assessor's Parcel Numbers 418‑091‑012‑000, 418‑011‑012‑000, 418‑011‑014‑000), Big Sur Coast Land Use Plan Area, Coastal zone.  Recommended Action:  Approve Project.

 

3.         1:40PM - Carmel Unified School District - PLN110265

            Project Planner:  Liz Gonzales.  Environmental Status:  Exempt.  Project Description:  Coastal Development Permit for an accessory to a conditional use (Carmel River School) to allow the demolition of an existing 3,400 square foot multi‑purpose building and the construction of a 5,070 square foot building to house six classrooms.  The proposed building would be located in approximately the same footprint.  The proposed project also includes the removal of five (5) on‑site temporary modules and six (6) non‑native ornamental landscape trees.   The property is located at 2770 15th Avenue, Carmel (Assessor's Parcel Number 009‑511‑001‑000), Carmel Area Land Use Plan, Coastal Zone.  Recommended Action:  Approve Project

 

4.         1:45PM - Hartnett Stephen P - PLN080046

            Project Planner:  Liz Gonzales.  Environmental Status:  Mitigated Negative Declaration.  Project Description:  Combined Development Permit consisting of: 1) a Coastal Administrative Permit to allow the construction of a 6,058 square foot single family dwelling with attached 1,167 square foot garage; 2) a Coastal Development Permit to allow a new 850 square foot Caretaker's Unit with 675 square foot garage; 3) a Coastal Development Permit to allow development within 100 feet of Environmentally Sensitive Habitat; and 4) Design Approval. The property is located at 164 Corona Road, Carmel (Assessor's Parcel Number 241‑221‑011‑000), Carmel Area Land Use Plan, Coastal Zone.  Recommended Action:  Adopt Resolution of Intent to Approve Project and adopt Mitigated Negative Declaration with Mitigation Monitoring Reporting Plan.

 

5.         1:50PM - Western Precooling Systems - PLN110655

            Project Planner:  Steve Mason.  Environmental Status:  Exempt.  Project Description:  Use Permit and Design Approval for the demolition of an existing 15,355 square foot agricultural processing building and the construction of a 24,655 square foot warehouse in approximately the same location.  Project to also include the addition of two unenclosed shade structures (approx. 5,300 square feet) at adjacent cold storage building.  Grading to consist of approximately 50 cubic yards of cut and 15 cubic yards of fill.  The property is located at 11000 Blackie Road, Castroville (Assessor's Parcel Number 030‑262‑009‑000), east of the intersection of Blackie Road and Highway 183, Castroville Community Plan.  Recommended Action:  Approve Project

 

6.         2:00PM - Chang Steven H & Nancy - PLN110556

            Project Planner:  Maria Lopez.  Environmental Status:  Exempt.  Project Description:  CONTINUED FROM JANUARY 26, 2012.  Design Approval to amend Condition No. 3 of Planning Permit No. PLN100337 to allow the permanent installation of a 320 square foot storage container with an attached lattice on the east and south sides of the container, the construction of a 4 foot garden (retaining) wall on the east and south sides of the container, and the installation of five solar panels atop the proposed storage container. The property is located at 10350 Saddle Road, Monterey (Assessor's Parcel Number 416‑191‑025‑000), Greater Monterey Peninsula Area Plan.  Recommended Action:  Approve Project

The Recommended Action indicates the staff recommendation at the time the agenda was prepared.  That recommendation does not limit the Zoning Administrator’s alternative actions on any matter before it.
