AFFIRMATIVE ACTION SPECIALIST - CONFIDENTIAL
DEFINITION
Under general supervision, in a
paraprofessional capacity, assists professional staff in providing technical
and administrative support in the administration of affirmative action/Equal
Employment Opportunity (EEO) programs; assists in the resolution of
discrimination complaints; provides intake assistance and conducts preliminary
interviews on Affirmative Action/EEO issues; does research, computes data, and
prepares reports; explains County and departmental policy and procedures;
maintains affirmative action records; and performs other related duties as
required.
DISTINGUISHING CHARACTERISTICS
The Affirmative Actin
Specialist-Confidential is a paraprofessional position which performs a more
defined technical function and has a limited scope of responsibility. The position is not responsible for managing
a caseload, but provide assistance to professional staff in the administration
of Affirmative Actin and EEO programs.
The Affirmative Action Specialist –
Confidential is distinguished form the next higher level class of Affirmative
Action Analyst in that the latter is the entry level professional
classification in the class series.
This class is distinguished from the
Personnel Specialist class in that the latter performs technical
paraprofessional work such as recruitment, examination, and classification
assignments in support of professional personnel staff.
EXAMPLES OF DUTIES
1.
Assists in
receipt, investigation, and resolution of discrimination and harassment
complaints.
2.
Assists in
providing advice, direction and technical assistance to departments to assure
compliance with federal and state laws and regulations, court decisions, legal
consent decrees, County’s EEO Policy and Affirmative Action Plan.
3.
Assists in
counseling employees about their rights and various County EEO and
non-discrimination policies and procedures.
4.
Provides intake
assistance to employees or the public by explaining departmental policy,
conducting preliminary interviews sufficient to gather the information required
for completing discrimination complaint, or related matters and reviews written
materials for completeness.
5.
Assists with
complain investigations by gathering and organizing information and
participating in investigative preliminary interviews.
6.
Performs less
complex, routine research and analysis of data; computes and extends figures;
collects, complies and organizes information; prepares reports or summaries of
budgetary, statistical or investigative data.
7.
Assists professional
staff in researching case law, transcripts of court cases and administrative
hearings, legal opinions and other materials.
8.
Composes
correspondence and reports requiring knowledge of departmental policies,
practices and format styles related to Affirmative Action /EEO matters.
QUALIFICATIONS
A combination of experience,
education, and/or training which substantially demonstrates the following
knowledges, skills and abilities:
Some knowledge of:
1.
Federal, state and
local laws, regulations and ordinances related to Equal Employment Opportunity
(EEO) and Affirmative Action Programs.
2.
Research methods,
data collection, and statistical analysis.
3.
Report writing
methods and procedures; and formal communications.
Skill and Ability to:
1.
Operate a personal
computer to enter and retrieve information.
2.
Understand,
interpret and apply appropriate provisions of applicable laws, ordinances,
rules, regulations, memoranda of understanding and operating procedures.
3.
Assist staff in
interviewing and ascertaining critical information relevant to an
investigation.
4.
Communicate
effectively in writing in order to prepare routing administrative and
statistical reports.
5.
Communicate orally
in order to counsel employees about their rights and various County EEO and
non-discrimination policies and procedures.
6.
Gather, review and
interpret basic statistical reports and data.
7.
Protect the
privacy of individuals and the confidentiality of affirmative action records,
documents, and correspondence.
8.
Work effectively
with people form all socioeconomic, racial and ethnic backgrounds.
9.
Establish and
maintain cooperative working relationships with county officials and
management, employee representatives, employees and members of the public.
EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING
The knowledges, skills and abilities
listed above may be acquired through various types of experiences, education or
training, typically:
One year of experience providing
technical and administrative office support for affirmative action/EEO
programs.
REQUIRED CONDITIONS OF EMPLOYMENT
As a condition of employment, the incumbent will be required to:
1.
Possess a valid
class C driver’s license or the employee must be able to provide suitable
transportation which is approved by the appointing authority.
2.
Work in a highly
confidential environment and be exposed to sensitive documents and issues.
3.
Deescalate and
interact with sometimes easily agitated or hostile witnesses or respondents.
PHYSICAL AND SENSORY REQUIREMENTS
The physical and sensory abilities
required for this classification includes:
1.
Ability to see,
hear and speak sufficient to communicate and function in a typical office
environment.
2.
Personal mobility
to attend meetings or work in various office locations.
3.
Ability to remain
seated and work at a desk and/or computer for extended periods of time.
4.
Finger and manual
dexterity to operate a computer keyboard.
