Direct, plan and organize complex fiscal and accounting operations for a Department in Monterey County or a Division in the Auditor-Controllerís office, working under the general direction of a Department Head, Auditor-Controller or Assistant Auditor-Controller. Administer or perform a combination of budgeting, accounting, fiscal management, financial reporting and internal auditing and financial data processing functions; train and supervise professional, paraprofessional, technical and/or clerical staff in accounting, auditing, budget and/or payroll functions; provide budgetary and fiscal advice to Department Head(s), administrators and management staff.


Positions in this classification direct, plan and organize the fiscal and accounting activities of a medium-size Department in Monterey County or one of the four Divisions in the Auditor-Controllerís office. The scope of responsibilities is broad and the incumbents work with a great deal of independence and accountability in providing technical and supervisory direction for large programs and corresponding financial functions. There are three allocations for this classification.

1) Positions may perform complex accounting and fiscal management functions for one of the four specialized areas in the Auditor-Controllerís office: a) General Accounting, b) Auditing, c) Disbursements, d) Property Tax and Systems Development.

2) Positions may perform accounting and fiscal management functions for a medium-size Department, which requires financial planning, budgeting, cost management, fiscal compliance, reporting and auditing.

3) Positions may perform complex accounting and fiscal management functions in a large department, working with a Finance Manager III.


This classification differs from the next lower classification of Financial Manager I in that the latter performs detailed accounting and auditing work and typically serves in the capacity of lead worker or section head within a division.


This classification is distinguished from the next higher classification of Finance Manager III in that the latter has responsibility for directing, planning and organizing all aspects of fiscal management of a large department with a large and complex budget, involving many funding sources and complex revenue enhancement requirements, and for management and supervision of professional and paraprofessional fiscal staff.

Maintain a current knowledge of industry standards for public finance administration, cost and fiscal control accounting, budget preparation and management, financial reporting, forecasting and financial analysis.

Coordinate and maintain fiscal, billing and grant accounting systems and procedures to assure the quality and technical accuracy of all fiscal programs.

Establish and maintain positive working relationships with Department management and staff, other Departments, outside agencies, vendors and state and federal program auditors.

Manage and supervise professional, paraprofessional, technical and/or clerical staff; provide training to staff in accounting applications, budget administration and state and federal laws affecting fiscal operations; plan and organize work of staff; provide staff development training; select and evaluate staff.

Communicate and interpret fiscal management goals, objectives, policies, procedures, standards, programs and services to departmental management and support staff.

6. Advise management team, Department Heads and administrators regarding fiscal policies, goals, objectives, standards and programs.

7. Prepare or supervise the preparation of a variety of complex periodic and special accounting reports, financial statements, special financial studies, technical financial reports, budgets, cost analyses, rate studies and projections.

8. Provide planning and oversight for Departmental budgeting; develop timelines and coordinate the financial portion of the budget; provide budgetary and fiscal advice to the Department Head and management staff; prepare budget for the Department or a portion related to the major area of responsibility.

9. Direct and monitor Departmental accounting systems, financial controls and accounting operations including general ledger and cost accounting, financial reporting and internal auditing.

10. Analyze Departmental financial needs and develop systems for controlling expenditures.

11. Research and analyze computerized accounting, budgeting, billing, program management and other management information system requirements. Work with Departments, managers and/or administrators to recommend, develop and implement systems.

12. Analyze and evaluate Department and County accounting and auditing policies, practices and procedures. Develop and recommend changes as needed. Consult with Department Heads, managers, administrators, business organizations and/or other interested parties about Department and County policies, practices and procedures.

13. Assure that the Departmentís and/or the Countyís fiscal program meets standards and passes State and Federal audits.

14. Prepare responses to disputed state and federal audits and prepare material for appeals as appropriate.


A combination of experience, education and/or training which substantially demonstrates the following knowledges, skills and abilities:

Thorough knowledge of principles and methods of public finance administration.

Thorough knowledge of accounting operations, budgeting preparation and management; fiscal control auditing, cost accounting, financial reporting, forecasting, financial analysis, internal financial and operations auditing, reimbursement, grant management, and third-party reimbursement.

Thorough knowledge of computerized data processing as applied to financial management.

Working knowledge of State and Federal laws affecting fiscal operations, public finance, reporting and resource management.

Working knowledge of principles and methods of supervision and management, including work planning, analysis, and organization; selection and evaluation of employees, and their training and development.

Working knowledge of Word, Excel, Access and other common office software.

Working knowledge of quantitative analysis and statistical reporting.

Skill and ability to direct, plan and organize fiscal and accounting operations.

Skill and ability to properly interpret and apply laws, regulations and policies.

Skill and ability to prepare, review and interpret financial data and reports.

Ability to use personal computers.

The knowledges and abilities listed above may be acquired through various types of experience, education or training. Typical ways to acquire the required knowledges and abilities are listed below:


Equivalent to completion of a bachelorís degree in Public or Business administration, Economics, Accounting, Finance or a related field with course work in accounting, finance and business administration.


Three years of increasingly responsible experience performing a wide variety of duties related to fiscal resource management, including at least one year of significant administrative experience in public finance and accounting.


As a condition of employment, the incumbent will be required to:

Possess a valid class C driver license (or) the employee must be able to provide suitable transportation that is approved by the appointing authority.
