1.         9:00 AM - Moss Landing Harbor District (Restaurant) - PLN130350

            Project Planner:  John Ford.  Environmental Status:  Consider previously adopted Negative Declaration for  the Harbor Shoreline project including the removal of the existing Maloney’s Harbor Inn and creation of two new building pads for a future restaurant and office building.  Project Description:  Design Approval to allow construction of a 9,499 square foot two‑story restaurant and fish market in the North Harbor area of Moss Landing.  The property is located at 2420 Highway 1, Moss Landing (Assessor's Parcel Number 413‑022‑003‑000), Moss Landing Community Plan, North County Coastal Land Use Plan, Coastal Zone.  Recommended Action:  Consider previously adopted Negative Declaration and approve project.

 

2.         9:00 AM - Bearman Garth & Diana TRS - PLN120519

            Project Planner:  Joe Sidor.  Environmental Status:  Categorical Exemption.  Project Description:  CONTINUED FROM JANUARY 8, 2014.  After‑the‑fact Combined Development Permit (to clear 12CE00009) consisting of: 1) a Coastal Administrative Permit and Design Approval to allow the conversion of an existing 210 square foot attached garage to habitable living space; 2) a Coastal Development Permit, per MCC 20.58.050, to allow the modification of parking standards; and 3) a Coastal Development Permit to allow development with positive archaeological reports.  The property is located at 26363 Scenic Road, Carmel (Assessor's Parcel Number 009‑442‑017‑000), Carmel Area Land Use Plan, Coastal Zone.  Recommended Action:  Approve Project

 

3.         9:00 AM - Harper Canyon Realty LLC - PLN000696

            Project Planner:  Laura Lawrence.  Environmental Status:  Environmental Impact Report (EIR).  Project Description:  CONTINUED FROM JANUARY 8, 2014.  Combined Development Permit consisting of: 1) a Standard Subdivision Vesting Tentative Map for the subdivision of 344 acres into 17 residential lots ranging in size from 5.13 acres to 23.42 acres on 164 acres with one 180‑acre remainder parcel; 2) Use Permit for the removal of approximately 79 coast live oak trees over six inches in diameter for road and driveway construction; 3) Use Permit for development on slopes in excess of 30 percent; 4) Use Permit for the creation of a public water system; 5) grading for net cut and fill of approximately 2,000 cubic yards; and Design Approval.  The project is located north of San Benancio Road approximately 0.8 miles east of Highway 68, Salinas (Assessor's Parcel Numbers 416‑611‑001‑000, 416‑611‑002‑000, 416‑621‑001‑000), Toro Area Plan.  Recommended Action:  Adopt Resolution Denying Project

 

4.         9:30 AM - Merrill Thomas Tr Et Al - PLN070376

            Project Planner:  David Mack.  Environmental Status:  In preparation  Project Description:  CONTINUED FROM OCTOBER 30, 2013.  Combined Development Permit consisting of: 1) Minor Subdivision Vesting Tentative Map to allow the division of a 37.8 acre parcel into three (3) parcels of 10.5 acres, 13.8 acres, 7.5 acres and a remainder parcel of 6.0 acres; and 2) Use Permit for development in a Visually Sensitive area ("VS" district).  The project proposes approximately 3,100 cubic yards of grading (combination of cut/fill), individual septic systems and 60 foot wide road and utility easements.  The project will be served by an existing well and a proposed mutual water company.  The property is located at 24915 Boots Road, Monterey (Assessor's Parcel Number 173‑062‑008‑000), Greater Monterey Peninsula area.  Recommended Action:  Receive project status update and continue the item to a date uncertain.

 

5.         10:00 AM - Pensco Trust Company Custodian - REF140007

            Project Planner:  Grace Bogdan.  Environmental Status:  Statutorily Exempt.  Project Description:  Fee Waiver Request to waive permit fees for PLN130891 which includes an after-the-fact variance to clear code violations (CE060213) for the construction of a 1,644 square foot detached garage in a location inconsistent with the issued permit (BP043135). The property is located at 1260 North Highway 101, Aromas (Assessor's Parcel Number 141‑013‑010‑000), North County Area Plan.  Recommended Action: Deny Fee Waiver

 

6.         10:00 AM - Signal Hill LLC - REF140015

            Project Planner:  Delinda Robinson.  Environmental Status:  Statutorily Exempt.  Project Description:  Appeal by Sam Reeves of an administrative interpretation of the Zoning Ordinance made by the Director of RMA‑Planning pursuant to Chapter 20.88 regarding status of compliance with Combined Development Permit No. PLN100418 Condition No. 4 (Board of Supervisors Resolution No. 13‑021(Mehdipour)) relating to restoration.  The project is located at 1170 Signal Hill Road, Pebble Beach (Assessor's Parcel Number 008‑261‑007‑000) Del Monte Forest Land Use Plan area (Coastal Zone).  Recommended Action:  Deny Appeal
