2.         9:00 am - State Of California - PLN140315

            Project Planner:  Steve Mason.  Project Location:  Point Lobos State Natural Reserve, West side of Highway 1, Carmel.  Assessor’s Parcel No:  243‑121‑001‑000.  Permit Type:  Combined Development Permit.  Planning Area:  Carmel LUP.  Environmental Status:  Previously adopted Mitigated Negative Declaration.  Project Description:  Combined Development Permit consisting of: (1) Coastal Administrative Permit and Design Approval to extend and improve the Lace Lichen Trail within the Point Lobos State Natural Reserve; and (2) Coastal Development Permit to remove seven (7) small diameter (less than 6") Monterey Pine trees and native vegetation; and (3) Coastal Development Permit for development within 750 feet of a known archaeological resource.  Recommended Action:  Consider Mitigated Negative Declaration and Adopt Mitigation Monitoring and Reporting Plan and Approve Project.

            Project Planner:  Elizabeth Gonzales.  Project Location:  37940 Elm Ave, Greenfield (Ranch 1917).  Assessor’s Parcel No(s):  419‑501‑006‑000 and 419-501-007-000.  Permit Type:  Use Permit.  Planning Area:  Central Salinas Valley.  Environmental Status:  Categorical Exemption.  Project Description:  A Use Permit to allow an annual, single day Country Music Concert (Saturday, September 27, 2014 this year, 12:00 pm ‑ 10:00 pm) for up to 4,500 people, not exceeding eight (8) days for set up and cleanup, and not involving construction of permanent facilities.  Recommended Action:  Approve Project

            Project Planner:  Daniel Lister.  Project Location:  1002 Highway 68, Salinas.  Assessor’s Parcel No(s):  173‑011‑009‑000.  Permit Type:  Use Permit.  Planning Area:  Greater Monterey Peninsula.  Environmental Status:  Negative Declaration.  Project Description:  Use Permit and Design Approval to allow a Wireless Communications Facility for AT&T Mobility on a 20‑foot high monopole, designed as a bay leaf tree, with 12 antennas and a 300 square foot area for ground equipment.  Recommended Action:  Adopt the Negative Declaration and Approve Project.

The Recommended Action indicates the staff recommendation at the time the agenda was prepared.  That recommendation does not limit the Planning Commission’s alternative actions on any matter before it.
